Didn't want to declare retrenchment and forced staff (declared as not crucial to business operations aka 2nd tier) to choose to go without pay for months or quit on their own. Once the 2nd tiered batch of staff were successfully forced to leave, CEO go on to announce to those in the first tier that they HAVE MONEY TO PAY SALARIES.
