Toxic workplace but trying to get better

Within each department, there is tight community among coworkers who really care for each other. There is a lot of love from the community for Womenspace and our work. The full-time benefits are pretty good for a nonprofit job. There are good possibilities for growth and promotions due to high staff turnover.
Cons
There is a tangible feeling of distrust and lack of transparency between staff and the management, which has been festering for years. For years, Womenspace has had a toxic work environment among staff. There is very high staff turnover. For example, within the last 4 months, 8 employees (out of 40) quit or were fired, and 6 more were hired on. This is normal for them. Almost half of all their staff have been there for a year or less. There are years' and years' worth of organizational trauma at Womenspace. Trauma walks-in the doors everyday through clients in crisis, but there is a deeper internally-born trauma that is caused by years of distrust among staff and management. Rumors and gossip spread quickly -- people talking behind each others' backs.
